Minutes of the Gardnerville Ranchos General Improvement District Board of Trustees meeting held August 3, 2016 at 931 Mitch Drive, Gardnerville, NV @ 6:00 p.m.
Trustees Present: Cade Baligad, Brad Newlon, Leann Teter and Bob McDowell.
Also Present: Bob Spellberg, Beth Cook, Mike Rowe and Michael Bennett and the Public.
Pledge of Allegiance: Led by Bob McDowell.
Public Comment: None
Approval of the Agenda:
Cade Baligad motioned to approve the agenda. Bob McDowell seconded the motion. All ayes. Agenda approved.
Approval of Minutes:
Cade Baligad requested to have the reason a Board Member is not at a meeting taken off the minutes. Bob McDowell motioned to approve the minutes of the July 6, 2016 Board Meeting. Cade Baligad seconded the motion. All ayes. Minutes approved.
REPORTS
District Engineer: Michael Bennett reviewed the August tracking schedule.
District Counsel: Mike Rowe and Bob met regarding the MGSD matter in the closed meeting last month. A response went out asking MGSD to clarify how the District has not paid for the cogeneration facility. No response has been returned at this point.
District Manager: Bob Spellberg reported that the pump track at Mitch Park has been reconfigured. The East Peak waterline repair is complete. Well One has a problem, so Well Five has been started. Bob is working with Pool/Pact with his transition into retirement. There is a new owner of the property where the District would like to build Well 4. Bob will contact them and start the ball rolling. The video camera project for both Mitch Park and Bluerock Park is complete.

NEW BUSINESS
- Board discussion regarding the acceptance of the District’s sewer master plan. Action Item.
Kristin Tokheim and Tim Russell of Lumos presented a draft of the 2016 Sewer Master Plan to the Board members.
Bob McDowell had several questions, so it was decided he would have a meeting with Mike Bennett and Bob Spellberg at a later date. Mike Rowe suggested Bob add to the September agenda approval of the final draft of the 2016 Sewer Master Plan.
Bob McDowell motioned to adopt the draft of the sewer master plan. Leann Teter seconded the motion. All ayes. Motion passed.

- Board discussion on the District Manager’s goals for FY 2016/2017. Action Item.
Bob reviewed his goals for the 2016/2017 fiscal year.
Bob McDowell suggested Bob add a public workshop to gather ideas for projects for Mitch Park.
Leann Teter motioned to approve the District Manager’s goals for fiscal year 2016/2017. Cade Baligad seconded the motion. All ayes. Motion approved.

REPORTS
Leann Teter stated that she has had several positive comments about the new pump track design.
Cade Baligad mentioned that a resident of the Ranchos has a hard time reaching the fishing pond because he is handicapped. Would a golf cart be allowed in the park for this reason? Bob stated that this could open a whole can of worms which could cause all kinds of motorized vehicle problems in the park.
