Minutes of the Gardnerville Ranchos General Improvement District Board of Trustees Meeting held Wednesday October 4, 2017 at 6:00 pm @ 931 Mitch Drive, Gardnerville, NV 89460
Pledge of Allegiance: Led by Jeff James
Trustees Present: Jeff James, David James and Leann Teter. Robert McDowell and Brad Newlon were not present.
Also Present: Bob Spellberg, Greg Reed, Beth Cook, Mike Rowe and Michael Bennett and the public.

Approval of the agenda:
Jeff James motioned to approve the agenda. David James seconded the motion. All ayes. Agenda approved.
Approval of the minutes:
David James motioned to approve the minutes of the September 6, 2017 meeting with corrections. Jeff James seconded the motion. All ayes. Motion passed.

REPORTS
DISTRICT ENGINEER:
Michael Bennett of Lumos and Associates reviewed the project schedule for October 2017. David James asked Mike what the dirt piles are in the Suncrest subdivision. Mike replied that it was brought in from the lake. David also questioned if the District has emergency generators for the wells including Well 4. Mike replied that he has not gotten that far yet for Well 4. The other wells do have emergency generators.
DISTRICT COUNSEL:
Mike Rowe explained that he wrote the resolution that will be discussed during the meeting. There was a duplication of section numbering in the Policies and Procedures Manual. A correction was made. Great Life church has sued the County in Federal Court for denying their special use permit. No ruling has been made at this time
DISTRICT MANAGER:
Greg Reed stated that he has been with the District since Monday and Bob is training him on the day to day activities. Bob is updating some of the computer equipment in the office and getting Greg keys to the office and a phone.
NEW BUSINESS
- Possible action of approve resolution 17-03 supporting Douglas County Sheriff in his effort to get an ordinance passed that will limit the distance recreational shooters can shoot near residential areas
Dan Coverly from the Douglas County Sheriff’s office was present to request the District to support a new section of the DCC which would prohibit the discharge of any firearm within 5,000 feet from any school or occupied dwelling within the District’s boundries.
Public Comment: Chuck Hill stated that the limits in the resolution are ambiguous and he is concerned about hunting in the open area. He feels there should be more limits and boundries.
Jeff James motioned to pass Resolution 17-03 which supports the Douglas County Sheriff in his efforts to get a Douglas County Ordinance passed restricting recreational shooting near residential neighborhoods. David James seconded the motion. All ayes. Motion passed.
Possible action to approve changes to the District Personnel Manual as suggested by the Human Resources arm of the Nevada Public Agency Insurance Pool.
Bob reviewed the summary of policy updates for the District Personnel Manual.
David James motioned to approve the summary of changes to the District’s Personnel Manual as presented by the District Manager. Jeff James seconded the motion. All ayes. Motion passed.
